Tekkadan’s understaffed Earth branch under Chad prepares for the inauguration ceremony of the Arbrau Defense Forces. However, chaos ensues when a bomb explodes in Makanai’s office, with Chad and the Prime Minister seriously injured. Taking over as commander, Takaki has difficulty handling his fellow Human Debris comrades, who are out to seek revenge.
It is revealed that Radice had betrayed Tekkadan by leaking the security information to Galan Mossa. In hopes of preventing a possible war with the SAU, Orga orders Mikazuki, Eugene, and Akihiro to leave for Earth immediately, with Kudelia joining them.
